WASHINGTON.ORG NATIONAL ARCHIVES The Rotunda for the Charters of Freedom features the original Declaration of Independence, U.S. Constitution, Bill of Rights and Emancipation Proclamation. CONSTITUTION GARDENS Situated on 50 acres of parkland originally beneath the Potomac River, the oasis features a bird-friendly lake with a memorial island dedicated to the signatories of the Declaration. 41
